What exactly is “the most severe ban”?
This smoking ban applies to any public places of Beijing city including indoor part of workplaces, public transportations and even outside of gymnasiums in schools where minors primarily use. It also applies to outdoor places where children primarily play. This smoking ban takes into account of health of children and women.
Thousands of health police officers to patrol! Heavy penalty to be imposed
Anyone who breaks the law would be imposed heavy penalty. Over thousands of health police officers patrol the city of Beijing and every time they find people who try to smoke at non-smoking areas, they deter violators and punish them.
For instance, if you smoke while you are lined up for waiting line in public places, you will be forced to pay fineof50-200yuan (1yuan=0.15USD(rate of June 28, 2016).
Also, if someone smokes in a restaurant, not only the person is punished but also a restaurant owner would be imposed to pay fine of up to 1million yuan.
Furthermore, there was the case that a health police officer found two cigarette butts in a restroom at a restaurant even there was no report and as a result restaurant was fined!
How effective is smoking ban?
It has been a year since smoking ban was implemented and it got a lot of support from non-smokers, although smokers are dissatisfied with the law.
According to the research result after a year since smoking ban was implemented（URLhttp://health.dbw.cn/system/2016/05/28/057236126.shtml）indoor non-smoking distribution are; 94.1% in gymnasiums, 88.2% in activity facilities of youth, 87.5% in luxury hotel, 87% in taxi, 86.2% in large-scale restaurants,75% in train and subway stations, 70% in office buildings, 66.7% in medical and health facilities, 46.9% in TV(hostess bars), 9.4% in internet cafes
Non-smoking sign was displayed at all those places. The research result shows that non-smoking was followed in most public places except for some entertainment facilities. I was surprised to know the fact that even people at medical and health facilities smoked. Non-smoking education is grave responsibility and it has a long way to go.
300 million smokers!!
According to the statistics of World Health Organization(WHO), China is the world's largest tobacco-producing country, also it is the world's heaviest-smoking country. Smoking population has exceeded 300 million which is nearly a third of the world's smokers. Passive smokers are estimated to be about 7.4 billion and 180 million children are included. I have an unforgettable experience. It was while I was pregnant and visiting my parents, I went to a restaurant with my friends. There were 2 children and myself as a pregnancy at our table. Although there was the non-smoking sign in a restaurant, a person next to us was smoking without any hesitation.
I asked a restaurant staff to speak to this person if he was going to continue to have his own way, he has no concern for others that he was making children and a pregnancy to have passive smoking.
I have lived both in Thailand and Japan. I have never seen people to smoke at non-smoking areas in both countries. There are some small restaurants where non-smoking sign is not displayed but people can sense that they shouldn't be smoking inside and they would voluntarily go outside to smoke.
My hope for improvement of individual awareness
I, as a woman and a mother, I strongly support the policy like smoking ban. I expect this policy to be implemented not only in Beijing but also in other areas. If aiming for perfect non-smoking, more smoking rooms need to be built in nationwide to provide smokers reasonable smoking environment. At the same time, the power of hard-line policy like this is influential.
Therefore, I truly hope that each one of Chinese people to improve their awareness and concern for others and they will be able to make efforts to make better environment.
